Ghana bans second-hand fridges

A ban on the import of second-hand refrigerators is coming into force in Ghana to reduce energy consumption and harm to the environment.

Many old fridges contain chemicals called Chlorofluorocarbons (CFCs) which damage the Earth's ozone layer.

Although these are already banned or being phased out, they are thought to be commonly used in Africa.

The head of Ghana's energy commission told the BBC the ban made Ghana "a pioneer in West Africa".

The ban was first introduced in 2008 but was extended to give dealers time to adjust.

However, some Ghanaian traders have criticised the ban, saying thousands of jobs will be lost.

Energy commission head Alfred Ofosu-Ahenkora says the second-hand refrigerators are harming the country as they were not built for use in Africa and so consume too much electricity.

The commission says some two million used fridges have been imported to Ghana, mainly from the European Union.

CFCs are banned under the Montreal Protocol on Substances that Deplete the Ozone Layer.

To discourage their use, Ghana has introduced a rebate scheme to encourage people to surrender their used refrigerators for a new one.

The BBC's Sammy Darko in Accra says not everyone can afford a new refrigerator, so the used ones are still in demand at the second hand shops that litter the streets of the capital's suburbs.

"We will lose our jobs next year - this is what takes care of us and our family," said salesman Albert Kwasi Breku.

But Mr Ofosu-Ahenkora says the solution is to manufacture fridges locally.

"It is not a matter of stopping some business but encouraging manufacturing. I think manufacturing will create more jobs than importation of second refrigerators."

Since CFCs were banned, many fridge manufacturers have replaced them with Hydrofluorocarbons (HFCs).

But last year a UN report warned that HFCs are a greenhouse gas which is 20% more potent that CO2 and so their use could hamper efforts to tackle climate change.

Ghana is also a common destination for "e-waste" - used computers and televisions from the West, which often contain toxic material.

Car bombing targeting Shiites in Pakistan kills 19

QUETTA, Pakistan (AP) ? A car bomb targeting a bus carrying Shiite Muslim pilgrims killed 19 people in southwest Pakistan, officials and eyewitnesses said.

Earlier Sunday, 21 tribal policemen believed to have been kidnapped by the Taliban were found shot dead in Pakistan's troubled northwest tribal region, government officials said.

Reports conflicted about whether the car bombing was a suicide attack or the device was detonated remotely.

Pakistan has experienced a spike in killings over the last year by radical Sunni Muslims targeting Shiites, whom they consider heretics. The violence has been especially pronounced in Baluchistan province, where the latest attack occurred.

In addition to the 19 people killed in the bombing in Baluchistan's Mastung district, 25 others were wounded, many of them critically, said Tufail Ahmed, a local political official. The blast destroyed the bus and damaged a nearby bus also carrying Shiites.

Ahmed and a person who was riding in the second bus, Mohammed Ayan Danish, said the attack was carried out by a suicide bomber.

The bomber "rammed a small car into the first bus, which contained 43 pilgrims," said Danish.

But Akbar Durrani, the home secretary in Baluchistan, said the explosion was caused by a car packed with explosives that was parked beside the road and detonated by remote control.

The pilgrims who were targeted were headed to Iran, a majority Shiite country that is a popular religious tourism destination, Ahmed said.

Shiites make up around 15 percent of Pakistan's 190 million people. Baluchistan has the largest community, mainly made up of ethnic Hazaras, identifiable from their facial resemblance to Central Asians.

An escalation in recent years of Sunni extremists' attacks against Shiites in Pakistan has been fueled mainly by the group Laskar-e-Jangvhi, aligned to Pakistani Taliban militants in the tribal region. More than 300 Shiites have been killed in Pakistan this year, according to Human Rights Watch.

The violence has pushed Baluchistan deeper into chaos. The province was already facing an armed insurgency by ethnic Baluch separatists who frequently attack security forces and government facilities. Now the secessionist violence has been overtaken by increasingly bold attacks against Shiites.

The sectarian bloodshed adds another layer to the turmoil in Pakistan, where the government is fighting an insurgency by the Pakistani Taliban and where many fear Sunni hard-liners are gaining strength. Shiites and rights group say the government does little to protect Shiites and that militants are emboldened by their perceived links to Pakistan's intelligence agencies.

The 21 tribal policemen who were shot dead were found shortly after midnight Sunday in the Jabai area of Frontier Region Peshawar after being notified by one policeman who escaped, said Naveed Akbar Khan, a top political official in the area. Another policeman was found seriously wounded, Khan said.

The 23 policemen went missing before dawn Thursday when militants armed with rocket-propelled grenades and automatic weapons attacked two posts in Frontier Region Peshawar. Two policemen were killed in the attacks.

Militants lined the policemen up on a cricket pitch late Saturday night and gunned them down, said another local official who spoke on condition of anonymity because he was not authorized to talk to reporters.

Also Sunday, two Pakistani army soldiers were killed by a roadside bomb in the North Waziristan tribal area, the main sanctuary for Taliban and al-Qaida militants in the country, security officials said, speaking on condition of anonymity in line with official policy.

U.N. Secretary-General Ban Ki-moon condemned the escalating violence, especially the continuing targeting of religions minorities, U.N. spokesman Martin Nesirky said.

"These cruel acts of violence cannot be justified by any cause or grievance," Ban's spokesman said. "Their perpetrators should be brought to justice."

The secretary-general stressed the U.N.'s solidarity and support for the government and people of Pakistan and "their efforts to defend their country's institutions and freedoms in the face of the scourge of terrorism," Nesirky said.

Community Center Founder Says ?We Are All Connected?

In a modest building in the Greater Fulton neighborhood of Richmond, Virginia, lives are changing. Thanks to the cultural and educational offerings at the nonprofit, grassroots Neighborhood Resource Center (NRC) and the vision of founder Mary Lou Decossaux, community members have access to opportunities that had been few and far between prior to 2005.

Born in Miami, raised in New Jersey, and educated in France, Decossaux was an improbable advocate for the residents of a working-poor neighborhood in a small Southern city. But the woman whom colleagues describe as ?passionate? and ?unstoppable? was able to effect real change.

Decossaux first gained recognition as ?The Living Wage Lady? after convincing Richmond City and the municipal school board to pay all city and school direct employees a living wage. In 2004, however, the nonprofit NRC organization, led by Decossaux, set its sights on something more tangible.

With contributions from Richmond-area foundations, businesses, and individuals, the NRC purchased an abandoned post office on Williamsburg Road in Greater Fulton. In January 2005, the Center?s doors opened to the community, with almost 1,200 residents taking part in Center programs or events in the first year of operation. Former NRC board member Rose Pollard describes the Center as a ?beaming star?. It beckons people.?

The NRC promotes education, job opportunities, and sustainable development in a community that is often lacking in all three. In addition to offering GED classes, the Center is home to the first and only sliding-scale Montessori preschool in Richmond. The Center?s successful Youth Job Training Program, now in its second year, allows young adults to begin their working lives with supervision and decent pay.

While most families in the Greater Fulton neighborhood have at least one earner in the household, they are often just a car repair or a pink slip away from financial distress. But rather than call the neighborhood ?poor,? Decossaux used the term ?low-wealth,? a descriptor that captures local economic realities while honoring the resilience and independence of area residents.

The NRC initially had only one person on staff; it now has twelve. According to Penelope Ferris, the Center?s programs director, staff members instinctively treat visitors with respect, a practice that comes directly from Decossaux. ?We regularly have people crying in relief because we are reaching them on a soul level,? says Ferris. ?Mary Lou gave us the space, tools, and ability to do this every day.?

The use of a sliding scale makes coming to the Center affordable. A person can leave fifty cents or five dollars. Many classes are free.

In a neighborhood with little available fresh produce, the NRC?s caf? and kitchen offer healthy snacks to residents in an initiative motivated by Decossaux?s own interest in holistic health. When advised not to put in an organic vegetable garden at the Center because the soil was contaminated with lead, Decossaux decided on a raised bed, replying, ?We?ll just put it above ground.?

The impact of the Center on people?s lives can be dramatic. A young woman leading an NRC after-school program had been living in a crack house and acting as a mother to her siblings; her own mother had been prostituting herself to support a drug addiction. ?We asked [the young woman] to apprentice here in our kitchen. She is [now] applying to school and [hopes to] own her own cupcake shop. She has work experience now. Her mom is clean and her siblings are just siblings now because mom was reported and got the services she needed,? says Ferris.

Sarah Danielski, former lead teacher in the Center?s Montessori Preschool program, says that the NRC ?means hope for a lot of people. It means help, and it means change.?

In December 2011, Decossaux passed away after a long battle with cancer, but had been focused on the NRC until the end. ?In those final days, she was still barking out orders,? remembers Pollard fondly. ?In my last conversation with Mary Lou, ninety percent of what we talked about was the Center,? recalls Annette Cousins, who co-directed the NRC with Decossaux for four years.

?I think we got a jewel when we got Mary Lou,? says Pollard. But residents and colleagues are not alone in recognizing the impact of The Living Wage Lady. In mid-January 2012, the Virginia legislature introduced a joint resolution commemorating Decossaux?s life.

While its founder may be gone, the NRC continues to thrive. Young children come for Story Time, teenagers take tae-kwon-do classes, and adults use the computer lab to apply for jobs. Says Cousins, ?The Center took a very diverse group of people?age, income, background, race?and brought all of those people together to create what they needed for their neighborhood.? Mary Lou Decossaux would undoubtedly agree with that assessment. One of her favorite lines was ?We are all connected.?

Stock index futures steady; budget talks eyed

PARIS (Reuters) - Stock index futures pointed to a steady Wall Street open, with S&P 500 futures down 0.11 percent, Dow Jones futures down 0.03 percent and Nasdaq 100 futures up 0.05 percent at 4.54 a.m. ET.

European shares were flat to slightly lower in early trade on Friday as investors waited to see if a deal to avoid the U.S. "fiscal cliff" would be reached before further boosting their exposure to equities. <.eu/>

President Barack Obama and lawmakers are launching a last-chance round of budget talks days before a New Year's deadline to reach a deal or watch the economy go off a "fiscal cliff." On the macro front, investors awaited pending home sales data for November. Economists in a Reuters survey expect a 1.0 percent rise compared with a 5.2 percent gain in the previous month.

Investors in U.S.-based funds favored stock exchange-traded funds (ETFs) and emerging market equity mutual funds as the year wound down, data from Thomson Reuters' Lipper service showed on Thursday.

Satellite television provider DirecTV Group said its service fees would rise by an average of 4.5 percent in February due to increasing programming costs.

A Chinese court fined Apple 1 million yuan ($160,400) for hosting third-party applications on its App Store that were selling pirated electronic books, the official Xinhua news agency reported on Friday.

U.S. stocks fell for a fourth day on Thursday, but recovered most of their losses after the House of Representatives, in the barest sign of progress, said it would come back to work on avoiding the "fiscal cliff" this weekend.

The Dow Jones industrial average <.dji> slipped 18.28 points, or 0.14 percent, to 13,096.31 at the close. The Standard & Poor's 500 Index <.spx> declined 1.73 points, or 0.12 percent, to end at 1,418.10. The Nasdaq Composite Index <.ixic> dropped 4.25 points, or 0.14 percent, to close at 2,985.91.

Tigers Making Comeback in Asia

Camera trap images reveal tiger numbers rebounding across Asia, especially in southwestern India, where young tigers are leaving protected reserves due to population pressure, according to the Wildlife Conservation Society.

The WCS attributes the rise in different tiger groups to better law enforcement and protection of additional habitat. For example, a notorious poaching ring was busted in Thailand last year, and the gang leaders have been given prison sentences of up to five years ? the most severe punishments for wildlife poaching in Thailand's history, the conservation group said in a statement.

Tiger numbers have been rising steadily in Thailand's Huai Kha Khaeng Wildlife Sanctuary since 2007, with a record 50-plus tigers counted last year, the WCS said. The sanctuary is part of the country's Western Forest Complex. This core spans 7,000 square miles (18,000 square kilometers) and is home to an estimated 125 to 175 tigers.

In India's mountainous landscape of Nagarahole and Bandipur national parks, tigers have reached saturation levels, with more than 600 individuals caught on camera trap photos in the past decade. Young tigers are leaving the parks along protected corridors and entering a landscape with a population of a million people, the group said. [In Images: Tigers Rebound in Asia]

Conservationists also worked with government officials in Russia to create additional protected areas for tigers. The country declared a new corridor, called the Central Ussuri Wildlife Refuge, on Oct. 18. The refuge links the Sikhote-Alin tiger population in Russia ? the main group of endangered Amur tigers? with tiger habitat in China's Heilongjiang Province in the Wandashan Mountains. The refuge ensures that tigers can move across the border between Russia and China in this region.

An estimated 3,200 tigers are living in the wild, with only 2,500 breeding adult pairs, according to TRAFFIC, a monitoring group funded by the World Wildlife Fund and the International Union for the Conservation of Nature. Tigers have lost 93 percent of their historical range, which once sprawled across Asia from Turkey to Russia and south to Bali, according to the group.

"Tigers are clearly fighting for their very existence, but it's important to know that there is hope. Victories like these give us the resolve to continue to battle for these magnificent big cats," Cristi?n Samper, WCS president, said in a statement.

Cook and drain macaroni. Grate cheese or use packaged shredded. Grease slow cooker with spray. Mix eggs and milk in bowl and put in pot. Reserve some of the cheese to put on top. Sprinkle with paprika. Cook on low for 4 hours.

If you?d like an easy variation or additions to this classic recipe, just add your favorite hot dogs chopped up or perhaps some ham pieces. Kids love this and will gobble it up; adults will too!

Crock pot mac and cheese is a great side dish to serve your family any night of the week, but it?s also the perfect side to take along for a potluck. The slow cookers available for purchase these days often come with a lid lock and even an attached ladle. Youcan?t ask for an easier way to go. Enjoy!

LG Display is bringing Ultra HD TVs in 55, 65 and 84inch sizes to CES, high res mobile screens too

The manufacturing white label behind products from LG Electronics and many, many other companies, LG Display will have something new for us in Las Vegas as well. In a press release, the company announced it will show off Ultra HD (4K) panels in 55-, 65- and 84-inch sizes (shown above), complete with its FPR passive 3D tech built in. Since LG Display makes panels for quite a few of the HDTVs on shelves, it follows that we'll be seeing actual products shipping in those sizes in the coming year from several brands. It also will show off its work in other areas, with a 30-inch 4K monitor, a 5.5-inch 1080p screen for smartphones, a 1,920 x 1,200 7-inch tablet display, and a new QSXGA (2,560 x 1,700) screen destined for laptops that packs all of those pixels into just 12.9-inches.

PPI isn't everything however, and LG Display is bringing several displays notable for their tiny bezels as well, including a 23.8-inch monitor in its Neo-Blade Series, a 13.3-inch laptop screen with a 2mm bezel, and a 4.7-inch mobile screen with a 1mm thick bezel. Finally, the new year also brings tweaks to its OLED displays, which will show off an ultra light and thin design at just 3.5kg and 4mm thick --- and hopefully actually being released in the US this year. Each New Year?s Eve I particularly enjoy watching the live broadcasts of celebrations as the clock strikes midnight in each time zone around the world.? Even though not all countries or cultures celebrate New Year?s on the same day or in the same way, seeing these celebrations is a reminder to me of how much we do have in common across cultures.? We look forward to a new year with hope for health and happiness.? We enjoy the camaraderie of our friends and family.? We also like a good celebration.? So often in global leadership we focus on difference, but it is our shared humanity that helps us build bridges across cultures.? For those of us who are knee deep right now in 2013 strategy discussions and action planning, this is the time to reflect on how we can connect in even more genuine ways with our colleagues in the coming year.?

In our research and discussions with international executive coaches, we have found that simple actions often have the greatest impact:

I installed some speed reading apps and tested them. I?ve so far notices a few ?categories? or groups of equals:

  • One kind exists mostly from showing a text word by word in the middle of the screen. Showing each word a very short time and so you can read at a high wpm because you never need to move your eyes.
  • Another kind is merely a speed reading article disguised as app.
  • Another kind is no speed reading app but just a reading app with a fancy name.
  • Yet another kind is training in the form of news/actually.
  • And the last kind is a training app, not for your own stuff but purely for training.

I only tested them quickly and unions talked the non-interesting. But they aren?t quite what I?m looking for. Maybe I should write one myself for training and guided reading.

Health care tax hikes for 2013 may be just a start

WASHINGTON (AP) -- New taxes are coming Jan. 1 to help finance President Barack Obama's health care overhaul. Most people may not notice. But they will pay attention if Congress decides to start taxing employer-sponsored health insurance, one of the options in play if lawmakers can ever agree on a budget deal to reduce federal deficits.

The tax hikes already on the books, taking effect in 2013, fall mainly on people who make lots of money and on the health care industry. But about half of Americans benefit from the tax-free status of employer health insurance. Workers pay no income or payroll taxes on what their employer contributes for health insurance, and in most cases on their own share of premiums as well.

It's the single biggest tax break allowed by the government, outstripping the mortgage interest deduction, the deduction for charitable giving and other better-known benefits. If the value of job-based health insurance were taxed like regular income, it would raise nearly $150 billion in revenue in 2013, according to congressional estimates. By comparison, wiping away the mortgage interest deduction would bring in only about $90 billion.

"If you are looking to raise revenue to pay for tax reform, that is the biggest pot of money of all," said Martin Sullivan, chief economist with Tax Analysts, a nonpartisan publisher of tax information.

It's hard to see how lawmakers can avoid touching health insurance if they want to eliminate loopholes and curtail deductions so as to raise revenue and lower tax rates. Congress probably wouldn't do away with the health care tax break, but limit it in some form. Such limits could be keyed to the cost of a particular health insurance plan, the income level of taxpayers, or a combination.

Many economists think some kind of limit would be a good thing, because it would force consumers to watch costs, and that could help keep health care spending in check. Obama's health law took a tentative step toward limits by imposing a tax on high-value health insurance plans. But that doesn't start until 2018.

Next spring will be three years since Congress passed the health care overhaul, but because of a long phase-in, many of the taxes to finance the plan are only now coming into effect. Medicare spending cuts that help pay for covering the uninsured have started to take effect, but they also are staggered. The law's main benefit, coverage for 30 million uninsured people, will take a little longer. It doesn't start until Jan. 1, 2014.

The biggest tax hike from the health care law has a bit of mystery to it. The legislation calls it a "Medicare contribution," but none of the revenue will go to the Medicare trust fund. Instead, it's funneled into the government's general fund, which does pay the lion's share of Medicare outpatient and prescription costs, but also covers most other things the government does.

The new tax is a 3.8 percent levy on investment income that applies to individuals making more than $200,000 or married couples above $250,000. Projected to raise $123 billion from 2013-2019, it comes on top of other taxes on investment income. And while it does apply to profits from home sales, the vast majority of sellers will not have to worry since another law allows individuals to shield up to $250,000 in gains on their home from taxation. (Married couples can exclude up to $500,000 in home sale gains.)

Investors have already been taking steps to avoid the tax, selling assets this year before it takes effect. The impact of the investment tax will be compounded if Obama and Republicans can't stave off the automatic tax increases scheduled at the end of the year if there's no budget agreement.

High earners will face another new tax under the health care law Jan. 1. It's an additional Medicare payroll tax of 0.9 percent on wage income above $200,000 for an individual or $250,000 for couples. This one does go to the Medicare trust fund.

Donald Marron, director of the nonpartisan Tax Policy Center, calls the health care law tax increases medium-sized by historical standards. The center, a joint project of the Brookings Institution and the Urban Institute, provides in-depth analysis on tax issues.

They also foreshadow the current debate about raising taxes on people with high incomes. "These were an example of the president winning, and raising taxes on upper-income people," said Marron. "They are going to happen."

Other health care law tax increases taking effect Jan. 1:

? A 2.3 percent sales tax on medical devices used by hospitals and doctors. Industry is trying to delay or repeal the tax, saying it will lead to a loss of jobs. Several economists say manufacturers should be able to pass on most of the cost.

? A limit on the amount employees can contribute to tax-free flexible spending accounts for medical expenses. It's set at $2,500 for 2013, and indexed thereafter for inflation.

CONWAY ? Coastal Carolina University recently held its annual December graduation ceremony which included 20 Chanticleer student-athletes and two athletics staff support student workers.

Headlining this class was a group of 11 football student-athletes, including Marcus Whitener graduating cum laude with a Bachelor of Science in accounting. Joining Whitener was Chris Floyd, Chris Presley, Jamel Davis, All-Big South selection Quinton Davis, former Big South Defensive Player of the Year and two-time All-Big South pick Andrae Jacobs, Dominique Whiteside, Akeem Wesley, All-Big South honoree Johnny Hartsfield, All-Big South pick Dontavais Johnson and All-Big South selection Chris Thomas.

The volleyball, women?s golf and women?s track and field programs each had two student-athletes graduate. Erika Lightsey, who led the 2011 Chanticleers in kills, and Kelsie Mauck represented the volleyball program, while the women?s golf programs featured Eugenia Guerra, who earned Big South Presidential Honor Roll twice, and two-time All-Big South selection Kaitlin Higginbotham. Darriale Henley, who is still competing for women?s track and field program, was a member of the CCU record-setting 4?100 relay team and was the 2010 Big South Indoor long jump champion. Middle distance runner and All-Big South selection Christian Johnson was one of nine Chanticleers to graduate from Coastal?s College of Science.

Daniel Bowman, the 2012 Big South Player of the Year, represented the baseball program, decathlete Darren Tymczak represented the men?s track and field program and Dean?s List honoree Ty Wengel represented the men?s golf program.

Also graduating were support student workers Dylan Richardson (football), who graduated cum laude, and Jatavia Clay (men?s basketball).

NORAD says record number of calls to track Santa

PETERSON AIR FORCE BASE, Colo. (AP) ? Most of the thousands of children who call the annual Santa-tracking operation at a Colorado Air Force Base on Christmas Eve ask the usual questions: "Where's Santa, and when will he get here?"

So volunteer Sara Berghoff was caught off-guard Monday when a child called to see if Santa could be especially kind this year to the families affected by the Connecticut school shooting.

"I'm from Newtown, Connecticut, where the shooting was," she remembers the child asking. "Is it possible that Santa can bring extra presents so I can deliver them to the families that lost kids?"

Sara, just 13 herself, was surprised but gathered her thoughts quickly. "If I can get ahold of him, I'll try to get the message to him," she told the child.

Sara was one of hundreds of volunteers at NORAD Tracks Santa who answered thousands of calls, program spokeswoman Marisa Novobilski said. Spokeswoman 1st Lt. Stacey Fenton said that as of midnight Tuesday, trackers answered more than 111,000 calls, breaking last year's record of 107,000.

First lady Michelle Obama, who is spending the holidays with her family in Hawaii, also joined in answering calls as she has in recent years. She spent about 30 minutes talking with children from across the country, telling some who asked that her favorite toys growing up were Barbie dolls and an Easy Bake oven.

She also received an invitation to visit an 11-year-old boy in Fort Worth, Texas, and a request to put her husband on the phone. "He's not here right now. But you know what, I will tell him you asked about him. OK?" she replied.

The North American Aerospace Defense Command, a joint U.S.-Canada command responsible for protecting the skies over both nations, tracks Santa from its home at Peterson Air Force Base.

NORAD and its predecessor have been fielding Christmas Eve phone calls from children ? and a few adults ? since 1955. That's when a newspaper ad listed the wrong phone number for kids to call Santa. Callers ended up getting the Continental Air Defense Command, which later became NORAD. CONAD commanders played along, and the ritual has been repeated every year since.

After 57 years, NORAD can predict what most kids will ask. Its 11-page playbook for volunteers includes a list of nearly 20 questions and answers, including how old is Santa (at least 16 centuries) and has Santa ever crashed into anything (no).

But kids still manage to ask the unexpected, including, "Does Santa leave presents for dogs?"

THE REAL DEAL: A young boy called to ask if Santa was real.

Air Force Maj. Jamie Humphries, who took the call, said, "I'm 37 years old, and I believe in Santa, and if you believe in him as well, then he must be real."

The boy turned from the phone and yelled to others in the room, "I told you guys he was real!"

DON'T WORRY, HE'LL FIND YOU: Glenn Barr took a call from a 10-year-old who wasn't sure if he would be sleeping at his mom's house or his dad's and was worried about whether Santa would find him.

"I told him Santa would know where he was and not to worry," Barr said.

Another child asked if he was on the nice list or the naughty list.

"That's a closely guarded secret, and only Santa knows," Barr replied.

TOYS IN HEAVEN: A boy who called from Missouri asked when Santa would drop off toys in heaven.

His mother got on the line and explained to Jennifer Eckels, who took the call, that the boy's younger sister died this year.

"He kept saying 'in heaven,'" Eckels said. She told him, "I think Santa headed there first thing."

BEST OF: Choice questions and comments wound up posted on a flip chart.

"Big sister wanted to add her 3-year-old brother to the naughty list," one read.

"Are there police elves?" said another.

"How much to adopt one of Santa's reindeer?"

"What's the best way to booby-trap the living room to trap Santa?"

"When you see Santa, tell him hello for me, I never see him."

"How does Santa make iPads?"

INTERNATIONAL FLAVOR: NORAD got calls from 220 countries and territories last year, and non-English-speakers called this year as well.

Volunteers who speak other languages get green Santa hats and a placard listing their languages so organizers can find them quickly.

"Need a Spanish speaker!" one organizer called as he rushed out of one of three phone rooms.

HE KNOWS WHEN YOU'RE AWAKE: At NORAD's suggestion, volunteers often tell callers that Santa won't drop off the presents until all the kids in the home are asleep.

"Ohhhhhhh," said an 8-year-old from Illinois, as if trying to digest a brand-new fact.

"I'm going to be asleep by 4 o'clock," said a child from Virginia.

"Thank you so much for that information," said a grateful mom from Michigan.

CHRISTMAS EVE IN AFGHANISTAN: Five U.S. service personnel answered calls from Afghanistan for about 90 minutes through a conferencing hookup.

"They had a great time," said Novobilski, the program spokeswoman.

NORAD wanted to set up a call center in Afghanistan but that proved too complex, she said.

FDA Backs Safety of Transgenic Fish

The first genetically engineered (GE) animal for human consumption?a fast-growing salmon?has come a step closer to the dinner table, with a piece of paperwork posted online on December 22 by the US Food and Drug Administration (FDA).

The FDA?s draft environmental assessment concludes that the fish poses no foreseeable risk to nature. After 60 days of public comment, the FDA may issue a final assessment and approval?at which time AquaBounty, of Maynard, Mass., can begin selling the fish.

However, the draft assessment was dated 4 May, suggesting that the FDA had kept its conclusions under wraps for several months. Advocates on both sides of the issue speculate that political interference may be responsible. ?I think it was controversial, and it was an election year,? says Patty Lovera, assistant director of Food and Water Watch, a Washington, D.C., group opposed to GE food animals. An FDA spokeswoman, Morgan Liscinsky, declined to comment on accusations that the process had been politicized, and says it?s possible that the agency could request further studies after the public comment period.

Delays would not shock AquaBounty's CEO, Ron Stotish, whose company has been seeking FDA approval for the fish since 1995. When he was alerted to the decision today, he didn?t initially believe it. ?I said, ?I?ll wait until I see it because I?ve received calls like this before and it never happened,?? he says. The FDA has reviewed more than 50 safety studies, including one that shows the engineered salmon poses no more of an allergic potential than a wild salmon. Anti-GE groups still have a long list of concerns. Faced with brutal elephant poachers, Cameroon calls in the army

BOUBA NDJIDA NATIONAL PARK, Cameroon (Reuters) - The welcome committee for Cameroon's Bouba Ndjida National Park, a former safari tourism destination, would not look out of place on a battlefield.

Faced with the threat of horse-mounted Sudanese elephant poachers armed with machine guns, the central African nation has deployed military helicopters and 600 soldiers to try to protect the park and its animals.

Its decision to call in the army follows a bloody incursion into the park last winter during which poachers from Sudan killed some 300 elephants, or 80 percent of the park's elephant population, within a few weeks.

Armed only with World War One-era rifles, the park's eco-guards were defenceless in the face of the Sudanese 'jandjaweed' poachers who had travelled thousands of miles on horseback to seize the tusks.

The raid left hundreds of elephant corpses in its wake.

Many of the animals' faces had been hacked off and the bodies lay decomposing in a park that used to attract safari tourists in large numbers.

Cameroon says it is determined to make sure such a scene is never repeated.

"With the kind of deployment we have in the park here today, the message is very clear," Brigadier General Martin Tumenta told Reuters during a visit to the park. "Any poacher who finds himself here will simply be destroyed."

Equipped with helicopters, night vision gear, and scores of jeeps, Cameroon's military has set up two garrisons in the park and several camps along Cameroon's border with Chad and the Central African Republic, Tumenta said.

Last winter's massacre followed a record year for elephant poaching in 2011, an illegal trade that has become a multi-billion dollar industry in Africa fuelled by demand for ivory ornaments from China, some of whose citizens are increasingly wealthy.

Ivory sells for about $300 per kg on the black market, according to conservation group TRAFFIC, meaning that an average-sized tusk weighing 6.8 kg can be sold for a small fortune in central Africa, a region plagued by poverty and underdevelopment.

Officials said there was evidence that the Sudanese poachers were on their way back to the park - a territory of lush forests, rivers and hilly plains about the size of Luxembourg - now that the dry season had arrived, making travel easier.

"It is clear we are dealing with a very heavily-armed group of men carrying machine guns and mortars," said Tumenta, saying soldiers had seized some weapons and ivory from a poacher camp in the bush last year.

The World Wildlife Fund has called Cameroon's deployment a "bold and courageous move" to protect the region's dwindling elephant population.

However, local residents said the huge military presence was disturbing.

"It's now very dangerous because of the soldiers who are just everywhere in the bush," said Saidou Sule, a 48-year-old farmer from a village near Garoua, the provincial capital.

(AP) ? Hawaii residents will bid a final goodbye to the late Sen. Daniel Inouye on Sunday.

Services are scheduled at Honolulu's National Memorial Cemetery of the Pacific, a strikingly beautiful site located in an extinct volcano and serving as the final resting place to thousands of World War II veterans, including more than 400 members of the storied Japanese-American 442nd Regimental Combat Team, of which Inouye was a part. Inouye's first wife, Margaret, is also laid to rest at the site.

Inouye died last Monday of respiratory complications at the age of 88. He was the first Japanese-American elected to both houses of Congress and the second-longest serving senator in U.S. history, at 50 years. He was revered in Hawaii for his ability to bring federal aid and resources home, to help build up this still-young state.

The past week has been marked by tributes and honors for Inouye, with Senate colleagues from both parties, President Barack Obama, Vice President Joe Biden and former President Bill Clinton among those offering warm remembrances. Services for Inouye were held both in Washington and in Hawaii. He lay in state at both the U.S. Capitol Rotunda on Thursday and the Hawaii state Capitol on Saturday.

A public memorial is planned for Friday on Kauai.

Up to 1,000 people were expected at Sunday's service, including Obama and members of Congress, with speeches by Senate Majority Leader Harry Reid and Sen. Daniel Akaka planned. Akaka served alongside Inouye as a member of Hawaii's congressional delegation for 36 years, 22 of those in the Senate.

A military jet fly-over and a 19-gun cannon salute are also planned.

Nadine Siak, a public affairs specialist at the cemetery, said Sunday's service will be a memorial with plans for a private burial by the family later.

On Saturday night, Inouye was praised as a humble leader who embodied honor, dignity and duty during a public visitation at Hawaii's state Capitol.

Hawaii Gov. Neil Abercrombie told hundreds of people that Inouye went from being considered undesirable as a Japanese-American at the start of World War II to gaining the respect of the country's leaders in Washington.

"Rest easy, you are at home with us in paradise," Abercrombie said. His remarks toward the end of an hourlong ceremony marked the start of seven hours of public visitation.

Inouye's closed casket, covered with an American flag, was escorted in by seven pallbearers along a red carpet to the center of the Capitol courtyard.

After the ceremony, it was placed in a large tent with the U.S. and Hawaii flags behind it, as people lined up outside to pay their respect, starting with Inouye's wife, Irene Hirano Inouye.

Inouye is just one of several Hawaii icons to lie in state at the Capitol in Honolulu. Sen. Hiram Fong was honored the same way in 2004, as was U.S. Rep. Patsy Mink in 2002 and singer Israel Kamakawiwoole in 1997.

Inouye was a high school senior in Honolulu on Dec. 7, 1941, when he watched dozens of Japanese planes fly toward Pearl Harbor and other Oahu military bases to begin a bombing that changed the course of world events.

He volunteered for a special U.S. Army unit of Japanese-Americans ? including several who attended the Saturday night ceremony. Inouye lost his right arm in a battle with Germans in Italy. That scratched his dream of becoming a surgeon. He went to law school and into politics instead.

He became known as an economic power in his home state as part of the Senate Appropriations Committee, where he steered federal money toward Hawaii to build roads, schools and housing.

Colleagues and aides lined the rotunda of the U.S. Capitol on Thursday to bid aloha to Inouye during a rare ceremony to demonstrate the respect he earned over decades.

He was eulogized by Obama, who arrived early Saturday in Honolulu for his annual Christmas family vacation. The president said during a service at Washington's National Cathedral on Friday that Inouye's presence during the Watergate hearings helped show him what could be possible in his own life.

Visitors began signing condolence books at the governor's office on Friday, with additional books available at the Saturday service.
