The Giants believe they?ve drawn the blueprint for how to defend Michael Vick, and they?re looking to continue to add pressure.

While many teams are hesitant to rush any athletic quarterback for fear of what happens when they break containment, the Giants want to put the pressure on the Eagles quarterback for the cumulative effect.

?As a quarterback who runs a lot, you should expect to get hit even more even when you stand in the pocket. You?re going to get hit,? Giants defensive end Jason Pierre-Paul said, via Jorge Castillo of the Newark Star-Ledger. ?We?re coming; we?re going to hit you regardless so whether you throw the ball or you run the ball, we?re going to hit you. If you throw the ball and release it, as long as we get there before he releases the ball, we can hit him.

?The ref?s the only one who can tell us no.?

The last time the Giants played him, they broke his right hand, knocking him out of the game briefly. He complained that many teams, including the Giants, were hitting him late. But he?s taking enough legal hits to necessitate a different plan.

?He?s not inhuman,? Giants defensive tackle Rocky Bernard said. ?You can?t take that many hits and survive in this league, so they?re going to have to change something.?

Of course, teams are hitting Vick early and often this year. He?s been hit 29 times and sacked nine in three games, with 13 hits and five sacks by the Cardinals last week.

?A lot of teams took what we did,? Pierre-Paul said. ?I was watching the Arizona game. Whew! They were killing him out there, man. He needs to get rid of the ball faster.?

At the rate he?s taking shots, if he doesn?t get the ball out quicker, he may not make it through another Giants game, or many other ones.

Drought-stricken farmers, ranchers can postpone tax on some ...

I grew up in West Texas so I know about living in an arid region. In recent years, that drier lifestyle is something that many more folks across the rest of the Lone Star State have had to learn to live with.

Texas, like much of the rest of the United States, has been dealing with drought conditions for years. Late September data from the National Drought Mitigation Center show that 54.77 percent of the country is in moderate drought or worse, the largest percentage so far recorded at that level and a slight increase from the previous week's percentage.

Remnants of a Pacific tropical storm system are sending some much needed rain Texas' way today. But it's probably too little too late this year for many folks, especially farmers and ranchers whose livelihoods are largely at Mother Nature's capricious mercy.

Drought effects on, IRS help for businesses: With feed crops reduced because of the lack of rain, many livestock owners were forced to sell cattle before they planned.

Now, however, they getting a break from the Internal Revenue Service.

They now have more time in which to replace the livestock and defer tax on any gains from the forced sales, the Internal Revenue Service has announced.

Farmers and ranchers who, due to the drought, sell more livestock than they normally would, typically get to defer tax on the unplanned for extra capital gains from those sales as long as they replace the sold livestock within four years.

The IRS is now giving them an extra year to buy more horses or cattle.

This one-year extension of the replacement period generally applies to capital gains realized by eligible farmers and ranchers on drought-prompted sales of livestock held for draft, dairy or breeding purposes. Sales of other livestock, such as those raised for slaughter or held for sporting purposes, and poultry are not eligible.

The tax relief is provided to qualifying agriculture operations in a county, parish, city or district that is listed as suffering exceptional, extreme or severe drought conditions by the National Drought Mitigation Center (NDMC) during any weekly period between Sept. 1, 2011, and Aug. 31, 2012.

This covers farmers and ranchers in all or part of 43 states. Any county contiguous to an NDMC-listed county also qualifies for this relief, according to the IRS.

This means the qualifying farmers and ranchers whose drought sale replacement period was scheduled to expire on Dec. 31, 2012, will in most cases now have until the end of next tax year.

Because of previous drought-related extensions affecting some of the localities in the most recent IRS announcement, the replacement periods for some drought sales before 2008 also are affected. Additional extensions will be granted if severe drought conditions persist.

And because no one can really predict the weather (just ask your local TV weathercaster!) the IRS is authorized to extend this period if the drought continues.

Malaysia PM courts voters in budget, pledges lower deficit

KUALA LUMPUR (Reuters) - Malaysia's Prime Minister Najib Razak courted voters with one-off perks on Friday in his last budget before a national election, while reassuring markets by pledging to cut the country's fiscal deficit and tackle a rising debt burden.

Najib, facing a tough election he must call by April, dished out 500 ringgit ($160) payments to all low-income families, 100 ringgit each to 5.4 million schoolchildren and handed a 1.5 month bonus to the country's civil servants among other steps.

"This budget will focus on improving the quality of life of the people, ensuring sustainable growth, spending prudently and reducing the fiscal deficit," Najib, who is also finance minister, said in his address to parliament.

Rating agencies Standard & Poor's and Fitch recently warned of rising fiscal pressures in Malaysia that could lead to a downgrade. The country's public debt as a percentage of GDP is just short of its self-imposed ceiling of 55 percent - up from 43 percent in 2008 - while its expected budget deficit of 4.5 percent in 2012 is among Asia's biggest.

To address those concerns, Najib pledged the deficit would fall to 4.0 percent of GDP in 2013.

The government, which has run a budget deficit every year since the 1997 Asian financial crisis, sees the deficit shrinking on better tax collection and slightly higher economic growth of 4.5-5.5 percent in 2013 from 4.5-5 percent this year.

As expected, Najib did not announce major structural reforms that analysts say are crucial to putting Malaysia's public finances on a more sustainable footing and reducing its heavy dependence on oil revenues.

Azrul Azwar Ahmad Tajudin, Bank Islam chief economist, said the government had not made clear how it would achieve such a steep fall in the deficit next year.

"The government can afford the giveaways, but this budget lacks the fiscal reforms that many quarters have been clamoring for, especially the global rating agencies," he said.

REFORMS POSTPONED

State oil giant Petronas contributes up to 45 percent of Malaysia's government revenues. Fuel subsidies to ease driving costs for Malaysians have more than doubled in the past three years as oil prices have risen sharply.

The government says it wants to introduce a goods and services tax to widen the revenue base in a country where only about 10 percent of the workforce pays income taxes and to cut the fuel subsidies that are among Asia's highest.

Najib said more time is needed to prepare the public for such unpopular steps.

"The government will not shirk from taking the right action although it is challenging," he said, referring to tax reform.

After a sharp rise in subsidy costs this year, the annual report said that government assistance on staples such as fuel, sugar and flour should fall to 37.6 billion ringgit in 2013 from 42.4 billion ringgit this year.

The prime minister announced a cut in sugar subsidies by 0.2 ringgit per kilogram, aimed at tackling rising diabetes rates. The government had increased subsidies by the same amount earlier this year.

Najib presented the budget with a close eye on the election that is shaping up as the closest in the country's history.

Underlining the political nature of the budget, Najib ended his speech with a fierce attack on the opposition, saying it was "sowing seeds of conflict and hate" in the multiracial nation.

His government has announced a series of targeted handouts to lower-income Malaysians and civil servants since last year's budget, but polls have yet to show a convincing bounce for Najib or his coalition.

The economy grew at a brisk annual pace of 5.4 percent in the second quarter, but many lower-income and middle-class Malaysians complain their salaries have not kept pace with rising living costs and surging house prices.

In a nod to those concerns, Najib announced a rise of 5 percentage points in the capital gains tax on property and pledged 1.9 billion ringgit to build 123,000 affordable houses.

He also trimmed income taxes for poorer Malaysians by 1 percentage point, announced a fresh 250 ringgit cash handout for unmarried low-income Malaysians, and pledged 1.5 billion ringgit to stabilize the price of cooking oil. He said the government would cut students' outstanding loans by up to 20 percent - stealing the thunder from an opposition pledge to ease student debts.

With good friends embarking on a trip to the Azores, Portugal, Spain, and England, others writing of idyllic days biking through the German countryside or sampling the tropical beauty of Costa Rica, I began to feel stuck in the mud here in Indiana. Finances simply haven't permitted overseas travel in recent years. I know what I'm missing, having lived for months at a time on working vacations in Europe. Just yesterday I picked up a travel brochure featuring Switzerland's Glacier Express; the familiar little red train cleaving the Alpine landscapes made me yearn to transport myself back and hop aboard.

Instead I took my pensive mood down to the Wabash River, a few blocks from home, as the sun was setting ? and found myself pedaling my bicycle into an Impressionist painting. The broad river's long curve under the cloud-addled sky grew luminous in the late light just as I arrived, the water's reflective slate enlivening with tongues of gold and aquamarine. The grass and mud banks, high on the Indiana side, embraced and held the light, then slowly ceded it in a westward-moving dance. A blue heron negotiated a pale ochre sandbar on the Illinois shore in a slow ballet. Animating the scene with impossible acrobatics were hundreds of black bank swallows intent on their evening feeding. Darting and weaving above their own swift reflections, they pivoted on airborne dimes to flash soft, sunlit underbellies of palest gold.

The sun, barely above the tree line now, caught and lit the sweeping arc of an irrigator spraying a far distant field of soybeans. What could be more agrarian, Midwestern pedestrian ? or beautiful?

I sat transfixed by the movement of the waning light, slow water, and darting birds, by the all-prevailing stillness of their fleeting balance. When the sun dipped behind the trees, leaving the banks dull brown and green, the tips of the clouds flared like candles.

Pedaling home, I felt as if I might be anywhere ? and nowhere more worth being on a midsummer's night.

Hot Bots: How Arduino Teaches Kids the Science behind Modern Gizmos

There is a wide variety of creative projects which can help introduce children to the world of microcontrollers.? A microcontroller is simply a small computer that can interact with the outside world.? It can connect different types of ?inputs? (such as sensing a motion, force, or temperature change) to ?outputs? (turn on a light, start a motor, make a sound).? Microcontrollers are not just the brains of robots, in the rather quaint way that most of us still think of walking/talking robotic creatures.? Microcontrollers are embedded everywhere in household appliances, cars, and children?s toys.? When your child squeezes a battery powered doll to make it talk??? Microcontroller.? When you make coffee in that fancy new coffee maker or control the temperature on your new household thermostat?? Microcontroller.?? With some simple projects, children can take a first step toward understanding the basic hardware and software concepts that underlie so much of the technology they encounter in their daily lives.? For parents who find modern gizmos mysterious (and, let?s face it, sometimes intimidating!) these introductory projects can be insightful as well.

There are several children?s toy-building environments that utilize programmable microcontrollers (such as Lego Mindstorms or Fischertechnik). There are also do-it-yourself microcontroller systems used for years by hobbyists and tech-savvy kids (such as the BASIC Stamp kits available at Radio Shack stores).

But the type of microcontroller that is gaining favor rapidly for creative older children?s projects is known as an ?arduino.?? An arduino microcontroller is based on an ?open source? (non-commercial, publicly-licensed) design, and many small companies have sprung up recently to fabricate arduinos and related step-by-step project kits and accessories.? Free software for programming arduinos is available for most laptop computers, which then connect to the arduino to download programs.? The? ?Make? community (organizer of the wildly popular ?Maker Faire? events, and the online Makezine) has embraced arduinos, and their web page is probably as good a place to start as any (blog.makezine.com/arduino).? For girls who might appreciate a very cool, geeky female role model in this traditionally male domain, check out Lady Ada. Lady Ada (a/k/a Limor Fried) is a recent MIT masters graduate who started her own company selling arduino-related kits with easy-to-follow online instructions.

The first introductory project everyone does with an arduino is called ?Blink.?? There are step-by-step instructions for Blink from many different online sources.? It involves programming a microcontroller to simply blink an LED (light emitting diode) on and off.? The book ?Getting Started with Arduino? is a good entry point.? Starting with the Blink example, one can incrementally move up to more complex projects with small motors, lights and various types of sensors. ?The book and accompanying beginner?s kits are available from many sources such as Sparkfun.? Blinking jewelry and clothing, talking teddy bears, halloween robot monsters?..you?ll find all sorts of creative applications via Make and other websites, including help forums and step-by-step youtube videos.? Be forewarned, however, that tinkering with arduinos takes patience as you learn to navigate thru the minor troubleshooting issues that arise.? Like much of engineering, there?s nothing terribly forbidding here as long as you tackle the little problems incrementally and cultivate your own innate common sense.? Just the right type of challenge for the budding engineer!

As I said a while back, comics seems to be having an increasing influence on fine art and illustration. One aspect of this is fine art fetishizing the iconography of comics. You may already have seen the work of the photorealist Glennray Tutor, and his still lifes of toys and fireworks often positioned around comic art, like the above shot of some marbles illuminating a romance comic. Tutor is using comic art as a signifier of pure Americana, as American as the vinyl Donald Ducks or bottles of hot sauce he also takes as subject matter.

It?s hard not to see his influence upon the painter Matthew Bone. Bone isn?t a photorealist, and he utilizes the artifacts of nerd culture in a similar way to a very different end. His work literally fetishizes comics and toys: a semi-nude woman writhing on a bed of old Marvel comics; a pair of erotically charged models salivating over a Gundam toy; a nude in a Darth Vader helmet clutching handfuls of Storm Trooper action figures to her breasts; another mock-fellating a Gamorean guard toy. The bio on his website claims ?by utilizing the conventions of pop culture, and it?s willingness to embrace the artifice as the sincere, Matthew is able to create a re-envisioned modern mythology.? That?s quite a claim for what a less sympathetic critic might just call an inappropriate fixation upon the pop cultural iconography of his youth mixing with a retrogressive view of female sexuality? ? Here?s some recent work by the South Yorkshire, England-based artist Michael Latimer. His own website showcases a range of styles, but the limited-edition prints he?s been producing for Lowercase Industry are pretty much brazen swipes of comic art, reproduced with the tools of street art ? stencils, aerosol paint, etc. Bravely, one of these images is of a Dave Gibbons? Rorschach. Gibbons is a man with strong opinions on the issue of the fine art world reusing/reappropriating/swiping the work of comic artists.

?And I?ll finish with the painting ?Gilded? by Sam Spratt. The bio on Spratt?s website is as free from modesty as Bone?s, much more business-like and with nary a hint of tongue-in-cheek, but then, he is an incredibly successful illustrator. The mini-interview about the piece at its vendor, 1xRun, reveals the artist as having a much superior sense of humor to whomever knocked out the text for his site, but you could probably have told that from his work, too. Much of his portraiture is of some of the finest comedic talent the world has to offer.

Ambitious economic plans unveiled for northern Vt.

JAY, Vt. (AP) ? Vermont's top elected officials joined the owners of two ski areas and a Burlington-based developer on Thursday to announce the most ambitious series of economic development proposals in the history of northern Vermont, promising, as one official put it, to "transform the face of the Northeast Kingdom."

The Northeast Kingdom is the name often used to describe Vermont's three most northeasterly counties, Orleans, Caledonia and Essex, an area of the state historically marked by high unemployment and an inability to attract much economic activity.

That is starting to change, a process given a big boost Thursday with the announcement of big upgrades at the region's two ski resorts; a hotel conference center and two new manufacturers coming to the downtown of Newport, the region's principal city; and a longer runway and new light aircraft maintenance facility at the state airport serving the area.

Bill Stenger, president of the Jay Peak Resort and a longtime leader of economic development efforts in the region, said much of the estimated $500 million to be invested in the various projects will come from foreign investors taking advantage of a special visa program encouraging them to invest their capital in the United States. The EB-5 program was just reauthorized for three more years by Congress this month.

The EB-5 program has enabled two foreign firms, South Korean biotech firm AnC Bio, and Menck Window Systems, a German-based maker of high-end energy-efficient windows, to plan to open plants in Newport. Together with a hotel and conference center planned for the shores of Newport's Lake Memphremagog by 95-year-old Burlington developer Antonio Pomerleau, the projects are expected to revitalize a community that has seen tough times in recent decades, despite its spectacular setting on a large lake that extends into Quebec.

"We believe this undertaking will fundamentally alter the economic landscape of the Northeast Kingdom and how the international business community views this region of Vermont," Stenger said.

Stenger said neighboring Canada has had tremendous success with its own special visa program for foreign investors, and that he began pressing Sen. Patrick Leahy, D-Vt., to push for a similar U.S. program in the 1990s. Leahy, chairman of the Senate Judiciary Committee wrote the recent legislation updating and reauthorizing the program.

"With our long history and tradition of welcoming new Americans, our country should continue to foster and strengthen our immigration through an investment programs like Australia and Canada have done," said Leahy, who attended Thursday's event.

Projects announced Thursday included:

? AnC Bio plans to have a manufacturing facility up and running in Newport by spring, with construction of a 75,000 square-foot research tower to begin in the fall. The company is working on artificial organisms "using patented hybrid bio-digital technology." Stenger said the company will invest $104 million and is expected to employ 500 full-time workers, spinning off an economic impact that will generate hundreds more jobs in the region.

? Menck Window Systems of Hamburg, Germany, plans to open a U.S. base in Newport with 140 employees by early 2014, investing $20 million.

? The Newport Marina Hotel and Conference Center, a $100 million project that Stenger said is a key to the synergy that needs to develop between Newport's Main Street, just uphill from the lake, and other new developments on the lake shore.

? An expanded runway, new hangar and light aircraft maintenance facility, bonded warehouse and free-trade zone at the Newport State Airport in neighboring Coventry.

? Snow-making upgrades and four new lodges able to accommodate 1,200 visitors at the Burke Mountain ski area, which was acquired by Stenger and his fellow Jay Peak owner, Ariel Quiros, earlier this year. Ongoing construction of new hotel and other facilities continues at Jay Peak.

One long-time state senator serving the area expressed concern that the rural region might be biting off more than it can chew in terms of providing employees and infrastructure to support the new enterprises.

Vincent Illuzzi, now a candidate for state auditor, called Thursday's announcements in Jay, Newport, Coventry and Burke "a bit overwhelming and a touch scary. It will transform the face of the Northeast Kingdom as we know it, but it's going to be a challenge."

Jon Ostrower?s WSJ piece indeed details similar information that we have been told. Flight Global has this story in which Steve Udvar-Hazy, CEO of Air Lease Corp., says Boeing is ?gun-shy? about the new program because of the problems with the 787.

There?s more to it than that.

Here?s what we can add from a well-placed source familiar with Boeing?s recent thinking and events.

• Recent customer meetings indicated that the proposed 777-8X isn?t particularly well received. The concept as currently envisioned is actually slightly smaller than the current 777-300ER: 350 passengers vs 365 in three class. Customers are much more favorably inclined toward the 777-9X, envisioned at 407 passengers three class, more than 50 passengers larger than the Airbus A350-1000. The extra capacity goes a long way toward the economics, which according to sources, is targeted for the 9X to be 21% better fuel burn and 15% better operating costs, per seat.
• As a result of such cool reception toward the 777-8X, according to our source familiar with the thinking, Boeing is pondering covering the low end of the 777 class with the 787-10 and proceeding only with the 777-9X.
• The 777-9X would go a long way toward killing the already anemic sales of the 747-8I, even though in three classes Boeing advertises this capacity at 465 passengers. Boeing, however, notes that ?Our product strategy focuses on a full array of products with seat count capacity in 15-20 percent increments to provide customers maximum flexibility to adjust capacity. The 747-8 is 15-20% larger than the 777X studies and serves those markets requiring more seating capacity.?
• Plans articulated by Jim Albuagh, former CEO of Boeing Commercial Airplanes, to seek Board approval for Authority to Offer (ATO) the X for sale by the end of this year has slipped to the end of 2013 or even early 2014, our source tells us. EIS is still contemplated for 2019. BCA?s new CEO, Ray Conner issued a note to employees following a Seattle Times story which said the program has slowed that it has not. Further, we are told by Boeing in response to this post that the anticipated timeline to seek Board ATO remains late this year or early next, but not as late as the end of 2013. Nonetheless, we did hear the later timeline from a well-placed source.
• Boeing still wants to see what the final design of the A350-1000 becomes. With EIS for this delayed to 2017 (if not longer), there is no rush to make immediate decisions for the X.
• The WSJ article suggests Boeing may elect to stick with metal wings instead of the more expensive and challenging composite solution. We understand that the composite wing remain the favorite but studies retaining the metal wing continue.

We need to emphasize that what may be true today may change tomorrow. The point is that the development of the 777X is fluid. With an extended timeline for the A350-1000, Boeing is in no hurry to make an early decision. The factors reported by the Wall Street Journal and FlightGlobal also are important.

Boeing continues to study whether to proceed with a major makeover of the aircraft?the 777X?or a less dramatic 777+ set of enhancements.

We are committed to this segment of the market and when we are confident in a plan we can deliver to our customers, we would formally launch the program following additional development work.?

Although Tim Clarke, president of Emirates Airlines, has been vocal in pushing Boeing toward the X model with range that will provide unrestricted non-stop service from Dubai to Los Anglese, this capability is needed for only about 5% of the world?s routes. Boeing (and Airbus) have been open in their reticence to build an airplane for only 5% of the market, considering the return on investment not worth the cost, the weight penalties or engine requirements for so few customers. It remains to be seen, however, what the outcome of the process will be.

Campaigners seek Trafigura probe

Campaigners have called for a UK criminal investigation to be brought against Trafigura for the dumping of toxic waste in Ivory Coast in 2006.

The Dutch-based company with London offices paid an Ivorian company to dump the waste in Abidjan. Thousands of people sought hospital treatment.

Amnesty and Greenpeace say a three-year investigation shows the UK and Dutch authorities failed to stop the dumping or hold Trafigura to account.

Trafigura denies any wrongdoing.

One of the world's largest transport companies, it has always argued the waste was not dangerous.

It says a new report - The Toxic Truth, based on Amnesty and Greenpeace's three-year investigation - contains significant inaccuracies and misrepresentations and oversimplifies difficult legal issues.

Disputed risks

In August 2006 families in Abidjan, the commercial port of Ivory Coast, woke to a foul smell, with toxic fumes wafting into their homes, says BBC Africa analyst Martin Plaut.

Chemical waste had been brought to their city by a ship chartered by Trafigura and dumped, untreated, on rubbish sites around the city by a newly formed local company.

The company denies the waste could have caused the reported illnesses, and said it had paid a local company to properly and legally dispose of the waste.

The exact risk to humans from the waste has been heavily disputed.

Series of payments

Amnesty and Greenpeace say the Trafigura case exposes how international law needs to be updated to cover companies that operate across borders.

"One company has been able to take full advantage of legal uncertainties and jurisdictional loopholes, with devastating consequences," said Greenpeace International Executive Director Kumi Naidoo.

Probo Koala, the ship carrying the waste, had docked in Amsterdam. But when the cost of treating it was considered too high, the Dutch allowed the ship to leave port and it then went on to be unloaded in Ivory Coast.

A Dutch policeman warned the London office of Trafigura that the ship was carrying chemical waste, the report says.

The policeman - quoted anonymously - said: "I never realised that Trafigura would leave the waste in Africa. I thought that if I would continue making phone calls... the company would not dump the waste at sea but keep the waste onboard instead until the ship would return to Europe.

"The reason why I did not raise the issue higher up is because my experience is that it would not be acted upon."

Trafigura has made a series of payments in relation to the case without admitting liability.

In 2007, it paid an estimated $160m (?100m) to the Ivorian government in compensation.

Two years later it also agreed to pay $45m to individual claimants in an out-of-court settlement before the case came to trial in London - after a group of British lawyers, Leigh Day and Co, organised a class action involving 30,000 Ivorians.

In July 2010, a Dutch court found Trafigura guilty of illegally exporting toxic waste from Amsterdam and concealing the nature of the cargo, fining the company 1m euros ($1.3m; ?800,000).

College graduation rates continued to improve around the world during the recession, according to a recent international economic study. In more developed countries, the percentage of adults with the equivalent of a college degree rose to more than 30 percent in 2010. In the United States, it was more than 40 percent, which is among the highest percentages in the world.

However, improvements in higher education are harder to achieve in these countries. More developed economies have had the most educated populations for some time. While these countries have steadily increased education rates, the increases have been modest compared to developing economies. At just above 1 percent, the U.S. has had one of the smallest annual growth rates for higher education since 1997. In Poland, an emerging market, the annualized rate was 7.2 percent from 1997 to 2010.

24/7 Wall St.: America's poorest states

The Organization for Economic Cooperation and Development?s (OECD)?Education at a Glance 2012?report calculated the proportion of residents with a college or college equivalent degree in the group?s 34 member nations and other major economies. Based on the report, 24/7 Wall St. identified the 10 countries with the highest proportion of adults with a college degree.

The majority of countries that spend the most on education have the most educated populations. As in previous years, the best educated countries tend to spend the most on tertiary education as a percentage of gross domestic product. The United States?and Canada, among the most educated countries, spend the first and third most respectively.

In an interview with 24/7 Wall St., OECD?s Chief Media Officer Matthias Rumpf explained that educational funding appears to have a strong relationship to how many residents pursue higher education. Private spending on educational institutions relative to public expenditure is much larger in the countries with the highest rates of college-equivalent education. Among the countries with the highest proportion of residents with a tertiary education, a disproportionate amount of spending comes from private sources, including tuition and donations. The OECD average proportion of private spending is 16 percent. In the U.S., 28 percent of funding comes from private sources. In South Korea, another country in the top 10, it is more than 40 percent.

Having more education helped people all over the world stay employed during the recession, according to the OECD. Between 2008 and 2010, unemployment rates among developed nations jumped from 8.8 percent to 12.5 percent for people with less than a high school education, and from 4.9 percent to 7.6 percent for people with only a high school education. For those with the equivalent of a college degree or more, the jobless rate went from 3.3 percent to just 4.7 percent.

Among the 10 countries with the highest proportion of educated adults, unemployment rates for those with a college equivalent ranged from 2.8 percent in Australia to 5.4 percent in the Canada. In each country, the rate remained lower than that country?s national average.

24/7 Wall St.: Countries that spend the most on health care

The?OECD?provided information on the percentage of residents aged 25 to 64 with a tertiary education for each of its 34 member countries, as well as for eight other nations. 2010 statistics on educational attainment, graduation rates, GDP per capita and unemployment rates also were provided by the OECD. The latest figures covering country-level education expenditure are from 2009.

These are the most educated countries in the world.

1. Canada

• ?Percent population with tertiary education:?51 percent
• ?Average annual growth rate (2000-2010):?2.4 percent (5th lowest)
• ?GDP per capita:?$39,050 (11th highest)

Canada is the only nation where more than half of all adults had a tertiary education in 2010. This was up from 40 percent of the adult population in 2000, when the country also ranked as the world?s most educated. Canada has managed to become a world leader in education without being a leader in education spending, which totaled just 6.1 percent of GDP in 2009, or less than the 6.3 percent average for the OECD. A large amount of its spending went towards tertiary education, on which the country spent 2.5 percent of GDP, trailing only the United States?and South Korea. One of the few areas Canada did not perform well in was attracting international students, who made up just 6.6 percent of all tertiary students -- lower than the OECD?s 8 percent average.

2. Israel

• ?Percent population with tertiary education:?46 percent
• ?Average annual growth rate (2000-2010):?N/A
• ?GDP per capita:?$26,531 (13th lowest)

Israel only joined the OECD in 2010. That year, its GDP per capita was more than $7,000 below the OECD?s average. Despite this, the country?s high school graduation rate was 92 percent in 2010, well above the OECD?s 84 percent average. Some 46 percent of residents had a tertiary education, versus 31 percent for the OECD. Israel spent 7.2 percent of GDP on educational institutions in 2009, the sixth most among all nations. And for the first time, preschool education will become free in 2012 even for children as young as three years old, Haaretz newspaper reported. This should benefit Israel as, according to the OECD, ?early childhood education is associated with better performance later on in school.?

3. Japan

• ?Percent population with tertiary education:?45 percent
• ?Average annual growth rate (2000-2010):?2.9 percent ?(10th lowest)
• ?GDP per capita:?$33,785 (18th highest)

In 2009, Japan spent 1.6 percent of GDP on college or college equivalent education, on par with the OECD?s average, and just 5.2 percent of GDP on education overall, well below the OECD?s 6.3 percent average. Despite its relatively light spending, the country still had a high school graduation rate of 96 percent, the second best among all nations in 2010, while the percentage of its population with a tertiary education was 14 percentage points higher than the OECD?s average. However, according to The Wall Street Journal, recent university graduates in Japan have struggled to find work, with 15 percent those graduating in the spring of 2012 neither employed nor enrolled in further education as of August.

4. United States

• ?Percent population with tertiary education:?42 percent
• ?Average annual growth rate (2000-2010):?1.3 percent (2nd lowest)
• ?GDP per capita:?$46,548 (4th highest)

Although the U.S. is one of just a few nations where more than 40 percent of people had a tertiary education in 2010, its education system is not without problems. Among the concerns, the graduation rate for upper secondary students in 2010 was 77 percent, well below the average rate of 84 percent for the OECD. Even though graduation rates were relatively low, the U.S. is one of the biggest spenders on education, with related expenditures equaling 7.3 percent of GDP in 2009. The U.S. was also the world?s largest spender on tertiary education in 2009, at 2.6 percent of GDP. The majority of funds for higher education, totaling 1.6 percent of GDP, came from private sources.

5. New Zealand

• ?Percent population with tertiary education:?41 percent
• ?Average annual growth rate (2000-2010):?3.5 percent (13th highest)
• ?GDP per capita:?$29,711 (17th lowest)

The tiny country?s population has grown 13.2 percent between 2000 and 2010, as has the country?s education system. The number of people with a college or college equivalent education rose from 29 percent to 41 percent over the period. The country also has become a destination of choice for international students, who made up 14.2 percent of tertiary students in 2010. New Zealand is also a leader in educating scientists, with 16 percent of students choosing a science for their field of study at the tertiary level -- the highest proportion of any country.

Texas unemployment rate holds steady

AUSTIN ? The Texas economy added 38,000 seasonally adjusted nonfarm jobs in August, for a total of 259,500 nonfarm jobs added since last year. Texas? seasonally adjusted unemployment rate held steady at 7.1 percent in August. The July rate was revised down from 7.2 to 7.1 percent. The state?s unemployment rate is down from 8.1 percent a year ago, and below the national unemployment rate in August of 8.1 percent.

?"A major component to Texas? long-term economic development is consistent job growth, and that is exactly what we are seeing across a number of different industries,? said Texas Workforce Commission (TWC) Chairman Andres Alcantar. "The private sector in Texas has grown by 279,800 jobs over the last year, a 3.2 percent increase, while national private sector annual growth has been just 1.8 percent.?

?The annual growth rate for Texas has been positive for 28 consecutive months, and has been at or above 2.0 percent since December 2011.

?"Construction jobs grew by 13,600 in August, more than any other industry in Texas, with a total of nearly 38,000 jobs added in that industry in the past 12 months,? said TWC Commissioner Representing Labor Ronny Congleton. "WorkInTexas.com is a good way to connect to jobs here in Texas across many industries, including Construction.?

?Employers in Professional and Business Services added 6,900 positions in August for its fourth straight month of gains. This industry has expanded by 48,900 jobs since August 2011 for a 3.6 percent growth rate.

Trade, Transportation, and Utilities added 13,100 jobs in August, marking the largest monthly gain since January. Over the month, the Leisure and Hospitality industry expanded by an estimated 4,600 positions. Annual growth in this industry climbed to 4.6 percent in August.

"Texas continues to be the state in which to do business, with seven of the 11 major industries in Texas adding jobs in August,? said TWC Commissioner Representing Employers Tom Pauken. "And with the addition of 3,400 Mining and Logging jobs last month, that industry has grown by 9.0 percent in the last year.?

The Midland Metropolitan Statistical Area (MSA) had the lowest August unemployment rate in the state at 3.8 percent. The Odessa MSA came in second at 4.5 percent, and the Amarillo MSA third at 5.0 percent (not seasonally adjusted).

LIVERPOOL, England (AP) -Robin van Persie's penalty kick gave Manchester United a 2-1 victory over 10-man Liverpool on Sunday, settling a heated Premier League meeting between the fierce rivals after emotional tributes were paid to the Hillsborough disaster victims.

Van Persie beat Liverpool goalkeeper Pepe Reina in the 81st minute after Antonio Valencia was fouled by Glen Johnson to secure United's first win at Anfield since December 2007.

"It has been four or five years since we got a win here. It was an ugly win, probably our worst performance in that time, but we will take that," United manager Alex Ferguson said. "We didn't get going as an attacking force. We were on the back foot for most of the first half and sometimes it creates its own problems."

Liverpool played with 10 men for more than 50 minutes after Jonjo Shelvey's sending-off before half time but still managed to take the lead through Steven Gerrard's volley within a minute of the second half starting.

Defender Rafael da Silva equalized five minutes later, curling the ball past Reina, and Van Persie's winner ensured second-place United prolonged winless Liverpool's worst start to a season in more than 100 years.

"I thought the players were heroic in terms of performance and the spirit," Liverpool manager Brendan Rodgers said. "They were brilliant and didn't get what they deserved."

The build-up to the match, though, had been about the fallout from the report into the 1989 Hillsborough tragedy that absolved Liverpool supporters of any responsibility and exposed a police cover-up.

Old rivalries between Liverpool and United were put aside before the first match at Anfield since the report was published, with both sets of players emerging on the pitch wearing tracksuit tops featuring the number 96, the number of Reds fans crushed to death 23 years ago.

Liverpool striker Luis Suarez and United defender Patrick Evra ensured a reconciliatory start as they joined the other players in a pre-match handshake. Last season Suarez refused to shake Evra's hand when the teams played at Old Trafford after the Uruguay international was banned for racially abusing his United rival.

For the first minute of the match three sides of Anfield displayed mosaics featuring "The Truth," "Justice" and "96."

The tributes seemed to inspire Liverpool's players on the pitch, with domination from the hosts.

Once Ryan Giggs had flashed an early shot wide the momentum was all with Liverpool as Suarez's cross-shot was stopped by Anders Lindegaard and headed away by Jonny Evans.

Gerrard drove a low effort from Shelvey's corner into the side-netting and Suarez looped a right-footed shot wide before the usual hostilities in the north-west derby ignited.

Shelvey seized possession but as the ball broke free he launched himself at Evans and was shown a red card. Rodgers, however, said both players should have been given the same punishment for that duel.

"Jonjo Shelvey, if he gets sent off then Jonny Evans has to go as well," Rodgers said. "I think both players' feet are off the floor."

Ferguson was involved in a heated exchange of words as Shelvey left the pitch.

"He was trying to blame me, I suppose," Ferguson said. "Once he looks at it he can apologize if he likes."

Shelvey, though, mainly only apologized to the fans.

"No way was I pulling out of that tackle in a game of that importance. Im sorry," Shelvey wrote on Twitter. "I have also apologised to sir Alex, just where I come from people don't grass people up to get someone sent off."

Even with a numerical disadvantage, Liverpool continued to pressure United and Suarez drew Lindegaard into a low save from his free kick.

And at the start of the second half, Gerrard received a diverted ball in the area and volleyed home left-footed in front of the Kop.

The lead only lasted five minutes, however, as Shinji Kagawa laid the ball off for Rafael to curl left-footed over Reina and in off the far post.

But, even with a man down, Liverpool pushed for a winner with Suso having a shot tipped over by Lindegaard and Suarez continuing to trouble the United defense.

United began to take more control, though, and the winner came from Liverpool giving away possession on the halfway line.

Daniel Agger and Johnson collided to allow Valencia to race 50 yards into the area and, although Johnson got back, he brought down the Ecuador winger. Van Persie drilled home despite Reina diving the right way and getting a hand to the ball.

Zyanya Sanchez, a 2010 Ozarks graduate, was back on campus as a guest speaker for the PBL-SIFE Distinguished Speaker Series. Sanchez is emplyed by CORODEP-Mexico, a company that provides products for the mining industry throughout Mexico.

Originally from Chihuahua, Mexico, Sanchez graduated from Ozarks with a marketing degree and wealth of volunteer and service experience. She returned to Ozarks in September as a guest speaker for the PBL-SIFE Distinguished Speaker Series.

"We wanted people to know that there are corporations and businesses out there trying to make the community a better place," Sanchez said. While she thoroughly enjoyed her community work, Sanchez was anxious to begin her career.

"When I landed my job in the marketing department of an insurance conglomerate, I was happy to be doing more marketing work, but after a year I felt like I was stuck in the same position," she explained.

Never one to settle for less, Sanchez began searching for a new position with advancement opportunity. Eventually, she was called back for an interview with the purchasing department at CORODEP-Mexico.

"I knew they were looking for someone with international commerce and purchasing experience," she said. "I didn't know anything about purchasing, but I thought I would just go for it. They told me during the interview that, out of all the applicants, I was the only one who didn't have any experience. They wanted to know why they should hire me."

Fortunately, one of the things Sanchez learned at Ozarks was how to effectively market her own skills. "My response was, 'If I can learn to produce a community television show, I can learn purchasing.' " ?

Her employers must have agreed, because they offered her the position. Once she began working for CORODEP the company began to grow and Sanchez was taking on more and more responsibility.

"When the sales began to increase, they hired more staff for the purchasing operations department. After they saw the experience I had gained and how much the company had grown, they offered me a promotion," she said.

Sanchez is now the operations manager for the purchasing department at CORODEP-Mexico. The work is difficult, but she knows that she is utilizing her skills to the best of her ability.

"One of the things I learned at Ozarks was how to think ahead, and that is exactly what I have to do in my position," she said. "In the mining industry, everybody needs everything yesterday. At Ozarks, I learned to how to be efficient and how to make adjustments in order to ensure that everything gets accomplished. That kind of preparation is a huge asset."

For example, your first CTA might be in a blog article, tweet or email newsletter getting people to clickthrough to a page on your site ? don?t lose your leads at the crucial moment!

Your second CTA must then instruct those people arriving at your site to complete your desired action.

Be clear and obvious and make it as straightforward and easy as possible for them to do so. Make sure content, images and visual organization all directs them to take the action you want them to, and give them ample opportunity to do so such as sign-up or buy now buttons on every page.

Remember ? keep it clear and simple!

4. Lack of Follow Up

Don?t make the mistake of thinking that once you?ve got a lead you?ve done all the hard work! You?ve got to be prepared to put that extra little bit of effort in to convert that lead if necessary.

Make yourself available to answer any queries or concerns your clients may have and follow up on the web, with emails or phone calls.

Focus your efforts on motivating all your prospects through your cycle to conversion.

5. Repeated Bad Timing

Getting in front of the right people at the right time is critical to any successful marketing campaign. It can be the difference between gaining a sign up or making a sale and losing a lead altogether. Step up to the beat by monitoring trends and social networks, testing your email marketing frequency nurturing your leads with auto-response software.

Some people make spur of the moment buying decisions, but most need to become familiar with your services and products, and this takes time.

If you want your marketing to work, you need to ensure that your prospects see or hear it regularly.

With a bit of common sense and organization these potentially damaging mistakes are easy to avoid ? so don?t make them! Take some time to go back to the basics of your business and re-evaluate your marketing strategy. Have a clear mission and goals and have all the right measures in place before you start any new campaign and your business will run smoothly and achieve great things from your marketing going forward!

WASHINGTON (AP) ? A jump in the stock market and rising home prices are bringing Americans closer to regaining the wealth they lost in the recession.

U.S. household net worth dipped in the April-June quarter, according to a Federal Reserve report released Thursday. But gains in stock and home equity since the last quarter ended have likely raised total household wealth to within 5 percent of its peak before the Great Recession.

Millions of Americans still feeling the effects of the housing bust, or who don't own any stocks, haven't benefited as much.

Still, the increased overall wealth could give many people and businesses the confidence to step up spending and boost U.S. economic growth and job creation. That's a key goal of the bond-buying plan the Federal Reserve unveiled last week. The Fed hopes to drive interest rates down and stock prices up.

Household net worth reflects the value of assets like homes, bank accounts and stocks minus debts like mortgages and credit cards. It peaked before the recession at $67.4 trillion.

Tumbling home and stock prices during the recession cost Americans nearly a quarter of their wealth. From a pre-recession peak of $67.4 trillion in the fall of 2007, household wealth plummeted to $51.2 trillion in early 2009. But as of the April-June quarter, it's climbed back to $62.7 trillion.

The Fed report also found that:

? Americans borrowed more in the April-June quarter, marking the largest increase since the first quarter of 2008. Mortgage debt declined again, as it has each quarter for more than three years. But Americans are taking on more student and auto loans.

? After-tax incomes have inched up, making debts slightly easier to manage. U.S. household debt equaled about 103 percent of after-tax income in the April-June quarter. That was down from 104 percent in the first quarter. The ratio had soared to 125 percent at the height of the housing bubble, up from about 90 percent during the 1990s.

? Corporations have begun to spend some of the cash they built up during the recession. Corporations held $1.73 trillion cash at the end of last quarter, down from its near-peak of $1.75 trillion in the first quarter. If the trend continues, it could signal that companies are investing and expanding more, which could lead to more hiring.

? State and local governments borrowed more for the first time in six quarters. That suggests that steep spending cuts by those governments, which have cost hundreds of thousands of jobs, may slow.

Bill Hampel, chief economist at the Credit Union National Association, calculates that Americans will add $1.5 trillion to $2 trillion to their net worth in the current July-September quarter. That would bring net worth to about 4.3 percent below its pre-recession peak.

"We're not there yet, but we're getting close," Hampel said. "Households are rebuilding their capacity to spend."

For now, many consumers are holding back in the face of still-sluggish job growth and a high unemployment rate, now 8.1 percent. Consumer confidence is at its lowest point since November, according to The Conference Board, a private research group.

Once consumer confidence "turns around, we could get a sustained period of pretty decent household spending," Hampel said.

Dennis Fassett, a health care IT consultant in the Detroit area, has benefited from rebounding home and stock prices. Yet he remains anxious about the economy.

Four years ago, behind in his retirement savings and worried about his job in the struggling auto industry, Fassett took a chance and bought rental real estate at reduced prices. Prices for his investment properties have since risen. And his retirement account is back within 10 percent of its pre-crash level.

"The economy's still looking funky," said Fassett, 50. "But I'm seeing signs of life."

Despite the steady increase in overall U.S. net worth, many Americans have seen little or no improvement in their own wealth. The gains have occurred mainly in stocks, bonds and other financial assets. Fifty-four percent of U.S. households owned no stocks of stock mutual funds as of the end of 2011 , according to data from the Investment Company Institute.

Home equity, the primary source of wealth for most American households, has just barely started to recover.

The value of Americans' stock and mutual fund holdings fell a little over 4 percent last quarter to $14.3 trillion. That lowered net worth by about $320 billion to $62.7 trillion. But it's well above the recession-era low of $9.1 trillion at the end of 2008.

By contrast, home equity rose in the second quarter for only the second time since 2006, up 2.1 percent to $16.9 trillion. That's up from a bottom of about $16.1 trillion. Home equity remains far below the $22.7 trillion reached in 2006, at the peak of the bubble.

Stocks account for about 22 percent of Americans' wealth. Housing makes up 27 percent, down from one-third at the peak of the bubble. The rest of household net worth is made up of savings accounts, bonds, pension fund holdings and ownership stakes in small businesses.

Stock ownership is much more concentrated than real estate. About 80 percent of stocks are held by the wealthiest 10 percent of the population. That means a majority of Americans don't enjoy much of a lift from stock-market rallies.

That said, wealthier Americans drive an outsize proportion of consumer spending: About 20 percent of Americans account for about 40 percent of spending.

Americans with 401(k) retirement savings accounts, especially those who have continued to contribute to them, have benefited from the stock market's gains. More than 96 percent of workers with 401(k) plans now have more money in their accounts than before the market top five years ago, according to the Employee Benefit Research Institute in Washington.
